This is a video of our four female Khaki Campbells. It was raining, and they were doing this weird thing where they were laying on the concrete and sticking their tails up in the air and their anuses were very visible. At one point, one of the ducks stood on the other's back so we thought maybe they were pretending to breed each other. There was a little bit of a mucousy substance coming out of their behinds. Were they pretending to be swimming, breeding, or what? Can anyone tell us what's happening here? They have not started to lay eggs yet.

It's sexual posturing. They are maturing and are wanting to mate. Water seems to trigger this behavior. Hens will enter swimming depth water, flatten out on the water, and entice the drakes to mate. For heavier ducks water seems to facilitate breeding. Nothing wrong here. Your girls are just growing up.

Yep, just normal breeding behavior. Females will "breed" with each other sometimes (even if there is a male present). Seems to be a dominance thing.

Would this be a sign that they are getting close to laying eggs?

It is very likely that they will start laying soon.
