Duck-scruffy neck feathers?

This is my male Pekin (someone suggested White Layer) duck. He’s just at 3 months old. But he has these funky little neck feathers, what gives? They’re outside in a large run, plenty access to water, good diet. Is he just getting grown up feathers in? He just got a couple of drake feathers in like 2-3 days ago. He just looks scruffy lol and I want to make sure it’s not a sign of something wrong?
