Vet wrap cannot be placed without lots of padding under it.

I would start be carefully plucking the feathers 1/2" to 1" away from the skin edges. What cleaning stuff do you have? Do you have enough money to go get stuff from Walmart?

If you don't have proper cleaning supplies I would clean it with warm water with a mild soap, then rinse well. That part of the leg will be very hard to wrap.

The cleaner I'm think about is clorhexadine:

Another one you could maybe use is betadine solution, but if you can't get either of those, just use soap and water.
