I responded on the Emergencies forum.

So if you could give some more information that would be helpful.

How many are there? All the same age and size? Do they have food with water 24/7? Brooder temperature? How much room do they have? Other animals in the area?

I would split the brooder with temporary fence, make sure there is water with food on both sides, and let the picked-on duckling have some relief. You may be able to find a buddy who does not pick on that one, and have the two of them together.

You may need to go through a reintroduction after a waiting period. Sometimes dividing the flock will reset the dynamics and that might be the end of it. Duck behavior can be hard to figure out.
