Last summer I joined the site after receiving 4 Welsh Harlequins from Metzer Farms. I live in the city and thought that 4 was plenty, but I was wrong! Now we are looking at incubators to hatch more and set one of our broody ducks up with a dozen eggs.:wee

Do you have restrictions on how many ducks you can have? Will you be selling eggs or birds for meat? You may need a license to do so.
my back yard is about 1/2 an acre and while I do have a run for my ducks I let them free range instead. The city laws on poultry restrict how far the coop has to be from every house and other things like no smell, no noise, etc. However, the city tends to be pretty lax considering I hear a rooster crow every day. I think as long as you don't get complaints , you're fine. My welshies are quiet so I think I could possibly get away w/ more.
