Eggs with chicks in them ,but chicks wont hatch ??

So my button quail eggs are on day 18 going on 19 now ,and there are eggs with live chicks in them ,but they wont hatch.

Is there any way that I could trigger hatching, or do something like punch a small whole in the air sack to see if they are attempting to hatch or anything ?? I really ,really want these eggs to hatch.

How do you know they have live chicks? Were you able to candle them? It does seem to be getting late for them to hatch.

I don't know about putting a hole in them though.

What temp. were they incubated at?

Float tested them. They all rocked and shook.

99.5 degrees was the incubation temp.

How's the humidity?

Every time you pick up the eggs and jolt them around, the chick has to re-position itself so it will get weaker over time trying to do so. That's why the last three days of incubation is crucial to not mess with them, if the temp is fine, work on the humidity a bit.

I floated them a few days ago. THe only rumbling they have had has been the other quail chicks that hatched yesterday.

Way too high humidity for button eggs. 50-60% is recommended.
