Eye infection or normal?

My Indian runner male duck has had this hard crust like stuff around his eyes and his beak seems to be peeling. He has had this for a while and we have been trying to spray him with silver in case it is an infection but I am still concerned. Any advice?

Peeling bill is pretty normal, the eye is worrisome if it's been going on for a while. Get some Terramycin eye ointment. Can he dunk his head in deep water?

Yes they have a pool they can actually fully flip in as well as a deep watering dish
