Eye still swollen, now what?

Been over 2 weeks, treated with Tylan-50 for almost 10 days, just took her off. I dont think the quarrantining is good for her mental state. Here is a pic. When I lost 2 birds recently, there wasn't really any signs of nasal discharge, the last bird that died also has a huge swollen eye. This onbe seems to be doing better, if you can call it that. Any suggestions?

What do you see when you open the eyelid? Make sure there is not an object in there like straw, shavings, or a foxtail seed. It could certainly be an upper respiratory bacteria or virus. Tylan is an antibacterial, and rather narrow spectrum. All that has done is ruled out some of the bacterial diseases. Her comb looks odd- is it blue/purple, or are those scabs?

My neighbor had that happen to one of her chickens, I think it was an eyeworm.
