Failure to thrive?

Ok, so We got an assortment of bantams that we got almost 7 weeks ago as well as some Brahmas that are almost 6 weeks old. They have been doing great and growing like weeds. However one of the bantam Cochin a is not.This little guy still looks about the size it did at 2 weeks old. Not sure if this is failure to thrive or if I'm missing something. The little one eats like a pig and drinks good. I do notice it wants to sleep a lot more than all the other chicks and sometimes it wants to be up under one of the other chicks. Just got them moved outside a couple days ago and it acted the same way in the brooder. I’ve checked for mites, his crop empties during the night. Is this just failure to thrive or am I missing something else that’s going on? One thing to mention when we got it we notice the very tip of the outside toe on both feet is missing, not much just mainly the very top/nail.

Makes me feel better, I’ve been concerned I’m missing something. Like I said it eats great, drinks good, everything is pretty much normal with the exception of it being a lot smaller than the rest, hasn’t feathered out like the others either and it sleeps more which I wondered if it was due to its size.
 
Ok so new update on the little one. It’s still the same size. Hasn’t grown at all. Few more feathers have come in. It’s 9 weeks old now and still the size it was at 2 weeks. However his feet are extremely swollen. No bumblefoot or anything like that going on. Is this common with dwarfism (if that’s what’s going on)? They are really squishy which makes me wonder if it was born with some type of defect and now he’s retaining water. It still eats and drinks. It’s just really weird. Thoughts?
