Are there any lines of coturnix that can be feather sexed other than golden and pharaoh?

you can feather sex some chickens on the day they hatch, but quails are so small. not sure if it can be done.

no, quail do not hatch with pins, its impossible to "feather sex" them the way you would chickens. human is referring to how Roosters and hens have a coloring difference much like Plymouth rocks do.

Roux dilutes can, once they are fully feathered. Same way as pharoahs, just in a lighter shade.

Possibly blues can as well - not sure if that's the right colour name though. It's another variation of the pharoah, in a bluey-grey shade.
