Female?

I'm been observing my chicks and I notice my black chick has barley developed the comb yet, and if it has it's awfully hard to see. He is about 4 weeks old. Does this mean it's a female? ( keep in mind it was the runt of its group, she was awfully small but it pretty big now )

It’s too young to say it is definitely female, its also too young for some breeds to even say anything
