First time hatching. Is this normal?

I’ve got a hen hatching 6 fertilized eggs we bought and put under her while she was broody. This our first time hatching eggs and one has begun hatching. The head and most of its body have been out about 3 hours but nothing much has progressed since then. Still lying next to the mama hen with shell on its butt, peeping but not moving around a whole lot. Is this normal? It has begun to dry a little now but has not yet fully come out of the shell.

And how long does it normally take chick to fully hatch once it’s halfway out like that?
 
Generally they remain under the hen until fully hatched and dried off. I'd be tempted to gently ease it back under the hen so that it does not get chilled.
 
It’s partially under her. And we’re in very hot, humid Florida.

My question is: is it normal once it’s halfway hatched (literally halfway out of the shell) to stay still partially in the shell for several more hours with little progress?
