Flirty at 11 weeks old?

I let my Runner babies out with the big ducks while im outside cleaning pools and well, just chillaxing with them, I noticed the other day 1 of my brown runners would walk all bent over infront of my runner drake, sort of like egging him on and flirting with him..pardon the pun. He would follow her round then just as he gets to close for comfort she would run away but come straight back to do it again. Is she flirting with him...at 11 weeks?
I dont leave the babies out with the big ducks 1. because of the layer feed the big ducks are on and 2. I dont want the drakes to get up to hanky panky while my back is turned....but really, is she flirting with them

Caught 2 of my baby runner females DOING THE DEED...or should I say doing the actions of the deed with each other.
At this age!!!!! REALLY!!!!
What age do they normaly do it.
