frizzle gender help? i think we have a rooster

we are brand new to raising chickens and think we just started hearing this 13 week old Frizzle start to crow. Signs are pointing to rooster and we can't keep him in our neighborhood if that's the case. Can anyone with more experience weigh in before we find a new home?
