Funny - You ever see this

So we have noticed something the last couple days.

Twirp (buff) makes the nest in their house every night/morning (nice bowl) land ays an egg. Then a layer of straw is added over the egg (not sure by whom). Tilly (cayuga) then lays an egg in the same nest and sits on both eggs for a little while. Is this normal? Or is twirp conning Tilly to do the hard part and sit on the eggs? This same thing has happened for three days in a row.

PS. I can't let the hubby collect the eggs anymore because he always comes in with only one, then I have to go out to find the second one.
