It's most likely a fast developing pullet. Welsummers are a auto-sexing breed, females have darker and more refined markings while the males are more lightly colored and markings aren't very refined as the females.

My male I got at 2 years old and my females were all like this one but no comb as quickly.
 
These are my Welsummers. Left pic is a cockerel, same chick in the thread I posted the link to. Right pic is my pullet. They are about 12 weeks old in these pics.
