That's definitely a pullet.
Can you get more pictures? She kinda looks to be too light colored for a welsummer.
Of course that might just be my phone...

I agree with Chrissynemetz, she looks too light for a Welsummer,the main body is usually darker than she is.with a lighter head but of course it could just be my screen too!
I'm not familiar with a lot of breeds but could she be a New Hampshire?
