Gender?

I was supposed to have gotten 6 hens of specific breeds. So far 1 rooster has gone back and 1 started crowing this morning. Frustrating. Now one of these Easter Eggers is looking questionable to me. No crowing so far. What do y'all think? They are approx 24 to 26 weeks old.

Sorry, I didn't pay as close attention to the second photo - thought it was a younger photo of the first one. If they are really 24-26 weeks, that second one is a pullet - though the cockerel certainly doesn't look that old. He should have the appearance of a mature cockerel and be crowing by that age, but he looks more like a 14-16 week old.

That is probably right. The person I purchased from took advantage of my newbieness. Out of 6 I have 3 cockerels and he tried to tell me this cockerel was smaller because it was a different breed. Disappointing. Already took 1 back. Going back again I would be wasting more money. Not sure what to do with these guys....ggggrrrr...lesson learned.
