Girly rooster?

I'm a little baffled. I have 4 EE hens and one alleged roo that are now 9 months old. I would swear the one is a rooster. He's bigger by a significant amount, has the orange coloring on head and saddle....seems to have some longer feathers on tail and saddle. But that's it! Definitely does not have the much larger comb and super long tail I've been expecting, and had never crowed or tried anything fancy with the ladies. I'm not really complaining, I have neighbors and don't want a loud rooster...I kept him as a chick because I couldn't tell if he was a male or not. But at this point a really think he's a he...but what is going on?!?!
 
Sounds like that's a late-developing rooster. Some are just quiet, especially if there are no other boys around to compete with. You might have just gotten lucky!

If you're not completely sure, post his picture and we'll confirm it for you.
