growth on silkie cockerels leg

Does anyone know what this growth is on my 2 year old Silkie Cockerels inner side of leg it feels just like a toe nail but with no toe.

That's a spur. Odd that it hasn't come in by now since he's two years old but it looks like it's finally growing in.
