Help can’t stand stuck on side!

A chick can’t stand and is very energetic. What should I do.

So the chick has its umbilical cord attached still. One side of its body seems slightly paralyzed. She tries to get up and is very energetic. She drinks water but won’t touch the food.
 
What kind of flooring do you have in the brooder? Something "grippy" may help it get traction.

What, precisely, is going on with its legs? Can the chick stand with assistance? More detail is needed.

When I help her she tries to walk but can’t. Her legs move. It is like that one side of her body has my muscle. She gets mad when we try to help her. She is really trying her hardest. She hatched 2 days after we thought the eggs were dead. And here sister is hatching now.
(I am using she because I really hope it’s a girl, so far looks to be a boy but we will know in a few weeks)
