HELP!!! Homemade Incubator Thermostat Wiring?

Wired with a hot water heater thermostat. Temp is set on the lowest setting. Light bulb never shuts off. Temperatures have been as high as 120 when I have unplugged it. Any suggestions would be greatly appreciated.
