Help! I think my rooster is sick?!

My rooster has been acting lethargic. He sits very still with his eyes closed for several minutes. He will walk and then just stop and either lie down or stand there. I’ve noticed missing feathers on his neck. Watery diarrhea (clear/white). Please see pictures. I’m a new owner and do not know much about them.

How long have you had him and what exactly have you been feeding him?

Do you have other chickens and did you get them all at the same time from the same place?

I’ve had him for about 3 weeks now. They all came from the same place. Our chickens are eating protein pellets and scratch feed.

He's been sick like this for 3 weeks or he just started acting sick?

He has been acting odd since we got him. Not very active, wants to sit in the coop all day.. we do not feed them scratch everyday.
 
He stands still with his eyes closed and does not move. It just can’t be normal.. :(

It's not normal.
You can tell by looking at him in the pictures above that he is very sick.

Without testing done no one will know exactly what is wrong with him.
You can try to treat him for a few different things and hope one of them works.

The first thing to do would be to make sure he is getting enough fluids/get him hydrated.
If he isn't drinking on his own you could tube fluids directly into his crop.
The second thing to do would be the tube food to make sure he's getting nutrition.

You could then try to treat him for coccidiosis with Corid, a dewormer for worms and an antibiotic for a possible infection. None of which may work.

Is he drinking on his own?
Do you see any bubbles in his eyes?
Can you hear any gurgling sound when he's breathing?
