He looks like he’s turning male but my other male is way more developed already. Is this male or female? And do you think the Banty and the silkie can mate?
 
The bantam could be a serama mix, it's hard to say what the black one is from that angle, Jersey giants have yellow feet soles, australorps have pinky white, if it has feathered legs, some sort of maran mix. How old is the silkie? It can mate with the bantam no problem if it's a hen. It's always been the sex it is, it's not turning into a he, just developing.

Then it is over 6 months old, and I think it is safe to say the one pictured is a pullet. Your little rooster will have no troubles breeding with her, and will probably try it with the larger hen, too. Whether he actually fertilizes the larger ones eggs in another question, but it's certainly possible.
