HELP! My Rooster is shaking his head and keeping his head between his legs

My Rooster is acting weird, he is turning his head down and is shaking it vigorously and then putting it down between his legs. There are small bubbles in the corners of his eyes and he is breathing heavily with his mouth open. He can walk and his wings still work, but he just keeps letting his head droop.

We also had a hen pass a week ago to about the same symptoms. Please help. Any information would help greatly.

There is foamy clearish liquid coming from his mouth. And he still has bubbles in his eyes.
