Looks maybe like a Welsh Harlequin.

Not a Welsh Harlequin, it has much more of an Appleyard pattern and it has a orange bill like an Appleyard female does, Welsh Harlequins should have a dark bill.

Quick reply as I am working...the Welsh Harlequin has a honey or creamy colored base color. Snowy & Appleyards have a white base.
