Help with pecking?

My sweet Spitzhauben rooster is either pecking his own tail feathers or the hens are doing it; its a bloody mess. We've washed his tail feathers, put peroxide & neosporin on him. Moved him to his own little enclosure right next to the hens for 4 days. No bleeding, cleared up. Let them out in the yard, reintroduced him to the hens and let him move back into the hen house. We put yellow mustard on his tail feathers to keep the other hens from pecking. Checked on him that night - all good. The next morning when he came out into the yard, he was good. We left the house and came back 2 hours later, his tail was a bloody mess again (it's actually the feathers that are bleeding so badly where they have been broken off; not his skin) and his beak was red. He's eating good, no issues there. Any suggestions on what to do?
 
Feather do have blood vessels in the "shaft" ... from what you're describing sound to be broken feathers. Who's doing the pecking ... I don't find yellow mustard a deterrent but some say it is.
Could you take some pictures?
What are you feeding him?
Does he free range?
Have you checked him for mites/lice?
How many hens/roos?
Size of your coop/run?

Attached pictures and we put peck no more on his tail after the mustard didn’t work—it didn’t work either. Feed- Nutrena layer pellet - free range only in afternoons (had a fox kill all but 2 if our chickens couple years ago when we weren’t home so we don’t let them stay out when we’re not there; no mites that we can see (he’s the only one this is happening to); 22 hens-1 Roo.

How old is this bird @johape chickens ?
How big is the coop and run, in feet by feet?
Dimensions and pics would help here.
If this is still going on 10 days after your first post,
you may need to remove him from the bird that are pecking him.
 
Also you said you're feeding Nutrena Layer Pellets ... Chicks, cockerels, roos should not be getting layer feed. It's higher in calcium which they do NOT need and has been said to cause liver/kidney issues. You could put them all on a single feed; Flock Raiser, All Purpose or what ever else there is (Kiki has a chart comparison of feeds in the article section) .... Put out a separate dish of Oyster Shells for the layers.
