Hen or Roo?

He doesn't crow but I'm pretty sure he's a Roo. He had two friends that looked much more like roosters so I thought he might be a hen but now I'm thinking his tail is just slower to grow. Opinions? Thanks!

Funny he just crowed for the first time this morning. Unmistakeable! So much for my "secret" chickens haha
