So I have a 6-7 month old rooster and hen pair of silkies I've started to let free range near my 4 month old ISA Brown girls for the past few days. The other day I was watching them and the silkie roo was scratching about 5-6 or so feet from the silkie hen and closer to the Browns. One of the Browns decided to slowly close the gap. She got maybe 2 feet away from him when the little silkie hen came barrelling over, squawking, wings flapping, and jumping the last bit of distance between her and the Brown hen, who promptly skedaddled. My wife has also noticed that when she picks up the roo to cuddle him, the hen gets all sorts of annoyed sounding noisy while the reverse isn't true.

Is that normal behavior for a pullet that age?

I've seen a fair bit of this.
The scratching behavior of your roo was to lure over the new-to-him pullets.
It's part of tidbitting, he's saying "Here's something to eat, come join me."
Established hens in the flock don't like to share the presents with newcomers, they get all food territorial. An experienced, competent rooster will call her off by flapping his wings.
