Many very young rooster only think about mating and dominance, not about looking after and caring for the hens.
Many grow up to be great roosters after some time separated out. Some of mine can take up to two years before they are suddenly great roosters, some are that way right away and some are just interested in mating and aren't worth stressing the hens with, and aren't worth keeping around.

A bad rooster is a bad rooster and i would cull him right away. If you want a rooster for protection or just to be there I would suggest to try and find a free mature rooster somewhere locally on craigslist. Theres always one a free rooster ad on there
