Hen with a high leg lift.

I have a hen that I got a few months ago. Ever since day one, she has been kind of scruffy looking. Missing outer feathers and is mostly covered by her downy feathers her wings are very small I think because most of the end feathers are missing. She has a red face and comb. Eats, drinks, lays eggs etc. Roughly 2 years old. Again since day 1, she has done this high step thing when she walks. Not every step, but pretty often. Pulls it the leg right up tight to her body and then slowly lets it back down. I have even heard it snap before like a joint cracking. Does anyone have any idea what this is or?
 
Thanks Miss Lydia. I am always up for some good reading. There is a lot to learn. I am hoping that when they go trough a molt, she will look much better. The high leg lift is just plain strange. I can't seem to find anything about it. The good news is, she seems happy anyway! Thanks again and I hope it is a beautiful sunny day in NC!
