Hen with missing feathers, how can we get them to grow back??!!!

Hello was hoping to see if anyone had any thoughts of why my hen may be loosing so many feathers and perhaps why they wont grow back any sooner, been 3 months and only now are we seeing a little something. Three of her tail feathers was broken or pulled , we do not know if it was by one of the other hens or something else so we are going to put in a coop cam..I feel so bad seeing her like this and she has become a bit on the mean side. None of the other hens have it so I know its nothing contagious but still would like to get her to look better. She is eating, drinking and pooping just fine.

Heres what we tried so far:
Blu-Kote
Pick No More (which think the chickens actually like it and that's how the tail feathers went)
Vetericyn
Warm water/soap
Added protein
Feather Fixer layer pellets

One or more of her flock mates are feather plucking eating. Probably the most pristine looking bird in the flock.

Hopefully the camera will catch the culprit, wonder if I seperate them out I can introduce them again and rid the issue.Thx
