So i have a rir hen she is 1 year old. This morning i saw her mounting some of my bramahs and golden laced wyandottes. What is she doing? Come to think off it I've never seen her in a nesting box. Also her comb and wattles are bigger and a darker red than the other rir. I know its not a rooster though none of her sattle or hackle feathers are pointed.

If it has large comb and wattles, and is now mounting hens. You may very well have a rooster. Mounting is a dominance thing in hen/hen situations, so that is not a definite male pointer. Post a picture if you can

From that picture, she looks female. I'll wait for the better one to say for sure, but I'm almost 100%.

Looks like a hen to me, based on that photo. Some hens are very dominant and will mount other birds.
