The way she's holding the foot/leg, I would lean toward injury.
Is she able to roost? If she's laying down quite a bit, that can cause some of the feathers to be rubbed off underneath her.
Since you have separated her to another pen, I would see how she does over the course of another week. If injury, then I would expect some improvement if she's limiting her activity. Sprains/injuries can take a few weeks to heal.
