Hormones or scaly leg mites? *Picture*

I think this may be from his hormones. I painted his legs and feet last night with EVOO and they are still bright red and look inflamed this morning. It seems to come and go but this time it's worse.
Would be so appreciative if anyone had some suggestions.
Is there an oil that would soothe and help the inflammation? Or something else I could do? It must be uncomfortable for him.

But the scales on his feet are not raised at all. It just looks very swollen and red.
 
I didn't see any last night but I will check him again. So there would have to be one on each foot, since it is on both feet and legs?
