how do i make them lay

my quail have been outside for about 3 months and they are about 1 year old now but i have only got 4 eggs they are on the proper food but the dont seem to lay what is wrong??

This may sound odd but mine LOVE their dust baths...if there is no sand in their pans, NO EGGS...when they bathe, they get soooo relaxed and then PLOP! an egg
