I agree. The second picture does looks pullet-y, but too much comb for 9 weeks. I am surprised he isn't crowing. I wonder if he is one of those mixed gender birds that occasionally pop up.It's a cockerel, but the plumage is odd for a male, as it has the black-tipped neck feathers, which is a female characteristic. Also the tail.
