What is this bird on my filly's face?

DH says it reminds him a Dr. Seuss character, but can't remember.

What kind of bird do y'all think it is?

OH OH OH!!!! Gosh, aren't there two of those things in a Dr. Suess book? Isn't it a book on how to count?
Either that or it's a Silkie on crack! [IMG]

Could it be Thing 1 and Thing 2?
