I Need Help With Kansas City Missouri Chicken Laws

I have chickens but recently was looking at the laws and found that the distance that they need to be from my neighbors isn't right so I tried to find how I could still keep them legaly and a found that i could get a "Special Exception Permit for Chickens." It pretty much allows you too be able too keep chickens at any distance from your neighbors house unlike the usual 100ft rule. I had a few questions about it like have you done it and if so how did it work? Also how much work do you have to do downtown at city hall (the least is the best). Here in Excelsior Springs Mo, they allow you to keep chickens as long as you keep the birds confined to a coop, and that coop is a minimum of 500 feet from any dwelling. 500 feet is a football field and a 1/2. How many folks have that kinda of land. However if you are zoned AG, its 100 feet from a dwelling. Total poppy cock.
 
Hi. I will need that same permit. Does anyone know what our recourse is if we have a bad neighbor on one side who will not sign the form? Thank you.
