Are your other chickens the same age as the little one who isn’t doing well? If they’re a lot bigger, they may pick on her.
And put a drop of the sugar water on your finger and put it in the corner of the chicks beak. It should drink it by reflex. Be careful not to get it in the nostrils and make sure the chick has plenty of time to breathe between sips.
How old is your chick? Does it have a heat source?

Yes give it the sugar water now, if you have an egg scramble it up and cook it, let it cool to room temp and give it to it

No his the smallest his 3 weeks the other ones are older buy a couple of months he ate a little bet of food and drank some water but all he wants. To do is sleep and be warm.

Well, I wouldn’t keep such a small one with the older ones. Also she needs something to keep her warm. A normal house temperature is going to be too cold. They need 80 degrees at that age.
