I think I have a frazzle

I bought from my local feed store that orders from ideal. He is just not feathering out like the other frizzle. Not sure if it's because he's clearly a male and my other frizzle is a female. He also is the most skittish and stays mainly under the brooder heater. He is also warmer than the other chicks. Could it be possible to get a frazzle from ideal? I added a picture of my frizzle for reference.

Both appear to be cockerels. The second one most likely has, in simple terms a slow feather gene, which means the feathers grow at or less than half the speed of a regular feathered gene.
Some show breeds want a slow growing feather because of certain patterning genes.
It is possible that it's a frazzle, but I'm guessing it's a slow feather gene instead.
