is franny a roo?

so i just want one last confirmation that my chicken franny is a francis, I have posted pictures of him/her a few times and the first time it was "he might be a frank and not a franny", second time it was that I have all pullets, but now this chicken looks way different than the other two of the same breed....so once and for all ROOSTER or NOT! I am kinda sad cause I cannot have a rooster where I live, so if you live close to sequim, wa and want a sweet buff brahma rooster let me know, i just want him to have a flock of ladies to tend, if it is indeed a roo.

they are all 11 weeks old.

i know the feeling of needing to double, triple, and quadroople check if you can have roosters where you live. its happened to me before

Looks like a ROO to me....some breeds are just really hard to ID sex. and the only sure fire way is to wait for a crow or an egg...I have had MANY fool me both ways...but i really think ROO
