I have a 23 week old barred Plymouth Rock. I think it is a cockerel.

Definitely cockerel. Well established saddle feathers and look at that tail! He's a nice looking boy with excellent posture and doesn't appear to be 'too heavy' for mounting the hens. If he's got the right attitude and if you don't already have a rooster, you might consider keeping him; he looks like he'd make beautiful babies.
