Is it normal for young cockerals to be missing feathers on the back?

I have a young cockerals who is missing feathers on his back. He is supposed to be about 12 weeks old.

either something is wrong or he is just molting (at about 12 weeks a chicken will molt and then grow in their adult feathers)

That looks like more than a juvenile molt.
I'd look closely for mites/lice.
Are the other birds maybe picking the feathers?
What are you feeding?

I just got them yesterday. I have them separated and dusted them with pemythrin dust. I think it was getting picked on at his last home. I'm currently giving it grower/starter. When I looked at it a few minutes ago I could see a noticeable growth in feathers
