Is it okay to help a chick hatch?

This is day 23 for the eggs in the incubator. One of the eggs is partly cracked, but it can't seem to finish cracking the egg all the way along the edge. Is it okay to help it by putting a little water in through the crack, and chipping away at the edge of the shell a little?

You can help the chick
I would instead of pouring water into the crack
Take a Qtip and wet the membrane then help him out
But stop when you see blood.
