I am not sure if my girl is molting. She is 13 months ago and I noticed today she felt bare between her thighs. When I looked she had bare areas with some maybe new feathers?? It's freezing right now and am concerned for her... If she isn't molting, is this a concern?

Looks like maybe she's plucking her belly feathers.
    Is she laying?
    What breed is she?

    Freezing in LA??
Sudden drastic drops in temp (50+F) can stress them a bit, but I'm sure she's fine.

She is a Rhode Island red. She is laying. The last couple nights it been down to the low 30s and raining A LOT.

If she is picking should I be worried?

Eh, I don't know, probably not...skin looks to be in good condition.
Look for bugs, stress from crowding, low protein.
