Is my quail chick too small for its age?

This little guy is four weeks old. The feathers are growing in nicely but he looks a little small to me. Just a bit bigger than its two week old sibling.

Hmmmm. I would have thought that a cotournix quail would have been a bit bigger but as long as he is healthy, eating and drinking he should be fine.
