Is my Serama pullet frizzled?

My son recently got a trio of young Seramas for 4H. The feathers on the smallest pullet (same age but half the size of the other hen) always appears ruffled. They don’t obviously curl outward but they certainly don’t lay flat. She doesn’t appear to have any health problems.
I raise a large flock of silkies and have no experience with smooth feathered chickens let alone frizzled ones, lol.
So, in your opinion, does she appear to be frizzled?

How cute! :love Yep, she is frizzled. They can vary in how much "frizzleness" they have, some look like they've been electrocuted while others can look almost like normal feathering. She's very cute!
 
Thanks to all for the replies. I just wanted to ensure I was on the right track with the frizzled thing and this wasn’t just a case of ruffled feathers and a mystery illness, lol. ♥️

I honestly didn’t know that the amount of ‘frizzle’ could vary. Good to know. Learn something new on here everyday
 
She is roughly 17 weeks. The other hen just laid her first egg a couple days ago. And the little ones comb is starting to redden, so I gather she’s getting close too. Roo mounts both of them. Sorry, don’t have any better side shots at the moment...

Yes-at 17 weeks SHE is a pullet. I hope your son likes serama as much as I do. Wonderful little birds.

These are house pets until spring; very tame and just a bit bigger than a pop can.
