Is my White Crested Black Polish a roo??? Pictures.

I drove over an hour to buy polish chickens and the guy sold me 2 chicks and 2 older ones. Now that I'm home I think both of the other ones are males because their is red around the beak and what looks like spurs starting to show on the backs of their legs. Here are photos of the black one. The light grey one has light pink around her beak instead of red but it seems to have what looks like spurs popping out on the backs of it's legs too. Did the guy sell me two roos after I told him I couldn't have roosters where I live?

If this bird is less than 4 months old then yes it's a boy
