Is this a BR or a Dominique? Can you tell this early?

It has a single comb, so it may be a barred rock or maybe a cuckoo Marans. But not a Dominique.

The strange thing is that there is little to no barring in its plumage-- it could be some type of hatchery hybrid, too.

I have a Barred Rock pullet who has dark legs over all, that's starting to lighten to yellow, so regular Hatchery Barred Rock maybe a possibility.

Mine is a Heritage Plymouth Barred Rock, which are better quality.
